Sheffield Wednesday Faces a 'Significant Problem', Declares New Football Authority

'We will play a key role in football's future' - independent football regulator the regulator's chair

The team's persistent issues constitute a "serious issue" and the independent regulator is looking to gain the ability to investigate clubs in such situations, its new chair the official has stated.

During an extensive discussion, the chairman, who was recently selected, expressed "sympathy" towards the club's followers.

Kogan met with four fan organizations associated with the Championship side in recent days.

The football club have been experiencing difficulties in multiple areas in this season, with the club failing to pay players on time on five separate occasions, including in last month.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a major challenge for the sport," Kogan told.

"The club represents one of the historic institutions for the English game and in recent days we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will allow us to have the club and similar situations submitted for our review if they warrant scrutiny and dealt with."

Economic Challenges and Leadership Concerns

The club's controversial proprietor the Thai businessman stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in March and May caused limitations by the English Football League (EFL) in June, blocking the team from conducting any recruitment activities for the subsequent signing windows, although that restriction was lifted in August.

Official's Viewpoint

Kogan said: "The position was created for the supporters of Wednesday, teams facing challenges where people are committed to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I fully appreciate the club's situation, as I do for all the clubs that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the followers."

Questioned about whether the regulator could force an proprietor to divest a club if they are considered unfit, the regulator answered: "If your question is 'would we intervene in the final instance?', the response would be once we assemble the facts and know what's going on, we will."

But the chairman emphasized that forcing owners to sell clubs would be treated as a "last resort" and the authority would rather to cooperate with proprietors.

"The last thing what we want to do is start getting involved with an particular organization, an individual owner, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the proprietor's dealing with," Kogan said.

"But the truth is, when you look back over the history of the game, over the recent generations there have been some owners, not many, but some who have been irresponsible in the manner they have operated their clubs and ultimately don't wish to take responsibility for the long-term prospects."

'Errors may undo substantial development'

The chairman convened with officials from numerous teams to lay out the remit of the oversight body this week and stated it constituted a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the significant advances achieved necessary will vanish rapidly," the chairman stated.

"This represents everyone's worst fear in the realm of domestic football is a major achievement - we've got to keep it going.

"Considerable investment coming into football and has come into football for the past two decades, because there's no guarantee it will continue to come into football, which is part of the rationale behind I think we have to take a really clear view on challenges and obviously, of the immediate future."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the top-flight's competitiveness, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an commercial operation of the top division.

"As someone who appreciates the apprehension regarding damaging the top flight as an elite competition of England. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a substantial amount of confidence -and, in fact, they have been telling us in private they have a considerable comfort."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he revealed he contributed money to the opposition group in 2020.

The 68-year-old contributed funds to Culture Secretary the minister's leadership bid, along with that of the current Prime Minister.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I currently have no participation in any sort of politics."
